The French cosmetics market in figures (2025-2026)

    • €68 billion in revenue for the French cosmetics industry (around 7,500 companies).
    • World’s No. 1 exporter of cosmetics (more than 15% market share) and France’s 2nd-largest export sector, behind aerospace.
    • €22.4 billion in exports in 2025 (−0.1% year on year), 85% of it driven by makeup, facial skincare and fragrance (FEBEA).
    • Distribution: pharmacies are the most dynamic channel (+10% in value in 2024), ahead of selective retail (+4%), while mass retail is declining (Circana, via Premium Beauty News); e-commerce keeps gaining market share (Statista).

The best-selling cosmetic product categories in France

    CategoryRank2026 momentum
Facial skincare#1Premium and actives, strong growth
    Fragrance#2France’s No. 1 export asset
Hygiene & body care#3Stable volume, repeat purchases
Makeup#4Recovery driven by “skinified” complexion products
Hair care#5Scalp care and targeted treatments on the rise

    1. Facial skincare: the leading category

Skincare is the top beauty spend for French consumers. The best-sellers: moisturizers, serums (vitamin C, hyaluronic acid, niacinamide), cleansers, SPF sunscreens and anti-aging care. It is also the category where consumers “trade up”: they will pay more for a product with proven efficacy. Dermocosmetic and high-concentration active ranges are driving growth.

    2. Fragrance: French excellence

Fragrance remains the symbol of French savoir-faire and one of its top exports. Eaux de parfum, niche fragrances and “clean” lines attract premium customers, in France and abroad.

    3. Hygiene and body care

Shower gels, deodorants, hand and body care: high-frequency, high-volume purchases, increasingly formulated without controversial ingredients (see our 2026 PFAS guide).

    4. Makeup

Foundations and skin tints, mascaras and lipsticks lead the category. The line between makeup and skincare is blurring: consumers want formulas that care for the skin while enhancing it.

    5. Hair care

Shampoos, masks and scalp treatments are growing, driven by a “skincare for hair” approach.

The trends driving best-sellers in 2026

Four forces explain what sells in France today:

    • Clean & natural: natural/organic formulations are the fastest-growing segment (≈ 6.9%/year over 2025-2030 according to Mordor Intelligence). See our selection oftrending cosmetic ingredients for 2026.
    • Premium & efficacy: French consumers favor proven products, especially in skincare.
    • Waterless beauty: solid and anhydrous formats, more concentrated and sustainable — see our report Waterless Beauty 2026.
    • Digitalization: e-commerce and social commerce are speeding up the discovery of new brands.
Solid shampoo and anhydrous balm: the waterless trend shaping the best-selling cosmetic products in France
Solid and anhydrous formats: everyday routines meet the waterless trend.

Selling cosmetics in France: what you need to know

The French market is the most demanding in the world from a regulatory standpoint. Every product sold in France must comply with Regulation (EC) No 1223/2009: a Responsible Person, a Product Information File (PIF), CPNP notification and manufacturing to the ISO 22716 standard. We cover these obligations in our article on the EU Cosmetics Regulation and on compliance with EU standards.

Good to know: best-seller rankings vary by market. Compare, for example, with the best-selling cosmetic products in Morocco in 2026.
