Why manufacture cosmetics in Morocco for the European market?
Morocco combines proximity to Europe (the Strait of Gibraltar is about 14 km wide), a time zone within one hour of Central European Time, French as a widely used business language, access to local actives such as argan oil, and duty-free access to the EU for originating industrial products under the EU–Morocco Association Agreement. Carmel Cosmetics Labs manufactures in an ISO 22716 certified factory in Agadir and formulates to EU Regulation (EC) No 1223/2009.
Can a Moroccan manufacturer produce cosmetics that comply with EU rules?
Yes. Compliance depends on the product, not on the country of manufacture. The product must meet Regulation (EC) No 1223/2009: a safe formula, Good Manufacturing Practices (ISO 22716), a Product Information File (PIF) with a safety report (CPSR), compliant labelling, an EU Responsible Person and a CPNP notification before sale. We prepare the manufacturing and technical documentation with you.
Who is the Responsible Person for products made in Morocco?
Every cosmetic sold in the EU needs a Responsible Person established in the EU, usually the brand owner or its importer. The Responsible Person keeps the Product Information File and notifies the product on the CPNP portal. We supply the manufacturing and safety documentation they need.
What is the minimum order quantity?
We offer flexible MOQs. The minimum depends on the product, the formula and the packaging you choose, and is stated clearly in your quote. Several products can be launched at the same time.
How long does production take?
Production timing depends on the product, the formula, the packaging and your volumes. Production starts once your samples and packaging are approved, and the timeline is agreed with you in your quote.
Are cosmetics made in Morocco subject to EU customs duties?
Under the EU–Morocco Association Agreement, industrial products originating in Morocco can enter the EU free of customs duties, provided the rules of origin are met and the correct proof of origin is supplied. VAT and any local requirements still apply in the country of import.
Who owns the formula?
You do. For custom formulas you receive the full composition with the percentage of each ingredient, the INCI list, technical data sheets and test results. We sign a confidentiality agreement to protect your intellectual property.
