Under Regulation (EC) 1223/2009 a cosmetic placed on the EU market needs a Responsible Person established in the Union, a Product Information File, a Cosmetic Product Safety Report and a notification on the CPNP portal before it goes on sale. Your company or your Responsible Person files the notification. We prepare the documents behind it.

Can a cosmetic made in Morocco be sold in the European Union?
Yes. Regulation (EC) 1223/2009 governs the product placed on the market, not where it is made. A cosmetic manufactured in Morocco is sold in the EU like any other product once it has a Responsible Person in the Union, a Product Information File, a Cosmetic Product Safety Report and a CPNP notification.
Who is the Responsible Person?
Your company, if it is established in the European Union, or your importer, or a third party you designate by written mandate. The Responsible Person keeps the Product Information File and its address appears on the label. We hand over the complete file.
Who files the CPNP notification?
Your Responsible Person notifies each product on the Cosmetic Products Notification Portal before it is placed on the market. We provide the data needed: formula and frame formulation, label artwork, product images and the manufacturer details.
Do you provide the Cosmetic Product Safety Report?
We provide the technical and safety data it is built on (Part A): raw-material specifications and safety data sheets, stability, compatibility and challenge-test results and microbiological analyses. Part B is signed by a qualified safety assessor, yours or one you appoint.
Are there customs duties between Morocco and the EU?
No. Industrial products of Moroccan origin enter the European Union duty-free under the EU–Morocco Association Agreement, with an EUR.1 movement certificate.
Can the labels be in German, Dutch, Spanish or Italian?
Yes. The mandatory mentions are written in the language required by the Member State where the product is sold, and we design labels and boxes for several countries at once when you sell in more than one.
What is your minimum order quantity?
We keep the MOQ accessible. The exact quantity depends on the product and the packaging, and it is set with you in your quote.
Do I receive samples before ordering?
Yes. You receive samples of the formulas you select, sent to you in Europe, and you validate them before production.
