Selling cosmetic products on Amazon France opens the door to a huge market, but it comes with strict regulations designed to protect consumers and keep products transparent. To list your cosmetic products successfully on Amazon France, you must comply with both Amazon’s guidelines and French/EU cosmetics regulations. Here is what you need to know to get started:

    1. Compliance with EU cosmetics regulations

The European Union enforces strict rules under the EU Cosmetics Regulation (EC No 1223/2009) for products sold on its markets, including France. Before listing your cosmetic products on Amazon France, make sure your product meets the following key requirements:

    • Safety assessment and product information file (PIF): Every cosmetic product must undergo a safety assessment carried out by a qualified professional. You must keep an up-to-date product information file (PIF) that includes details such as the product formula, the safety assessment and proof of efficacy.
    • Labeling: Products must carry clear, compliant labeling that includes the name and address of the responsible person, the batch number, the ingredients (in descending order of weight), the product’s function and directions for use. Labels must be written in French and meet EU requirements.
    • Responsible person: You must appoint an EU-based responsible person (the manufacturer, the distributor or a third party) who ensures the product complies with applicable laws. This person will be the point of contact for the authorities if any issue arises.

    2. Amazon’s guidelines for cosmetics sellers

On top of EU regulations, Amazon has its own requirements for listing cosmetic products. These guidelines aim to guarantee the quality, authenticity and safety of the products sold on its platform. Here are the key points:

    • Product authentication: Amazon requires proof that products are authentic. You must provide certificates of origin, brand authorizations or purchase invoices to verify that the cosmetic products you offer are genuine.
    • Packaging and expiry date: Cosmetic products offered on Amazon France must be sold in their original, sealed packaging. Products must also carry an expiry date or a period-after-opening (PAO) symbol, which shows how long the product can be used safely once opened.
    • Restricted ingredients and claims: Cosmetic products must not contain ingredients that are restricted or banned under EU standards. Also, be careful with marketing claims. Amazon prohibits any unsubstantiated claim, such as suggesting the product has medicinal properties, unless it has gone through official testing and approval.

    3. Providing product documentation

Amazon France may ask you to upload specific documents as part of the product listing process. This includes registration on the Cosmetic Products Notification Portal (CPNP), which is mandatory for all cosmetic products sold in the EU. The CPNP gives authorities access to information about your product in the event of safety issues or consumer complaints. You will also need to provide the results of any tests carried out for the safety assessment, to show that your product complies with the EU Cosmetics Regulation.

    4. Additional considerations for eco-friendly and organic products

If you sell organic or eco-friendly cosmetic products, additional certifications are needed to back up your claims. Certifications from recognized organizations such as ECOCERT or COSMOS will be required to label your products as organic. In addition, these products must meet specific environmental and sustainability standards to be listed in Amazon’s eco-friendly product categories.

By complying with both the EU cosmetics regulations and Amazon’s listing requirements, you will be well placed to sell your cosmetic products successfully on Amazon France. By taking the time to prepare all the required documentation and following the right labeling protocols, you will not only avoid fines or removal from the platform, you will also earn the trust of French consumers.
