For any cosmetics brand \u2014 especially <strong>white label and private label brands<\/strong> \u2014 this regulatory shift means: <strong>an immediate audit of formulas, an audit of supplied fragrances, and updated labels before the deadlines<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This article helps you navigate these complex changes with a <strong>practical compliance checklist<\/strong> to secure your cosmetics ranges in key markets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Summary: critical 2026 and 2028 deadlines<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Three dates you must remember:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>April 12, 2026 (Canada, already passed!)<\/strong> \u2014 All new and existing cosmetic products in Canada must declare a minimum of <strong>24 fragrance allergens<\/strong> .<\/li>\n<li><strong>July 31, 2026 (European Union)<\/strong> \u2014 All new products placed on the EU market must declare <strong>80+ fragrance allergens<\/strong> (a massive expansion from the previous 26).<\/li>\n<li><strong>August 1, 2026 (Canada)<\/strong> \u2014 All new products sold in Canada must comply with the <strong>full list of 81 allergens<\/strong> (aligned with the EU).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>United States:<\/strong> The FDA is expected to publish its proposal in May 2026, with enforcement expected in 2027 or later.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Why this sudden expansion?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For 25 years, the European list contained <strong>26 fragrance allergens<\/strong> : amyl cinnamal, benzyl alcohol, citral, eugenol, limonene, linalool, etc. These molecules are well documented as triggers of contact allergies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2023, the European Union adopted a <strong>much more conservative<\/strong> approach, expanding to <strong>more than 80 substances<\/strong> \u2014 now including menthol, citronella oil, lavender oil, anethole, benzaldehyde, vanillin\u2026 essentially every aromatic component that can potentially pose an allergy risk, including those found naturally in essential oils.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Direct consequence:<\/strong> if your fragrance contains lavender oil, lemon oil or rose essence above 0.001% (leave-on), you must now list each identified allergen molecule \u2014 not just the word &#8220;fragrance&#8221;.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The three 2026 regulatory regimes: Canada, EU, USA<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1.
